This is a relatively simple task which Sims 3 makes very difficult. Firstly, you need to acquire a gardening skill. This can be done by purchasing Vol.1 of Gardening from the bookstore. Then just read the book (by clicking on your sim -> inventory -> choosing the book.) Once your sim has read the book, he will get a gardening skill and some seeds.
To plant the seeds, go outside to some grass. Now access the buy or build mode. Then enter family inventory, press the right bumper and find the seeds. Just click on them and you can place them.
Then enter live mode, click on the seeds and press plant!
Note: This works for Xbox 360 version.
